Abstract: Collective ownership of rural lands is the basis of separation of three powers. Scale management of rural lands is the premise of separation of three powers and transferred land is used to produce grains is the key to the separation. The system of registration for the right to the contracted management of rural collective land must be strengthened and pilot projects for share ownership of the asset of collective lands should be developed. Finally market for ownership transition should be opened. Therefore, it should be done legally to develop the system of management transition of rural collective lands, use right transition of rural housing land and use right transition of non-farming management of rural collective lands.
