The Economic and Philosophical Manuscripts of 1844 gained fame in the classical world with its discovery of “another Marx”. Its classicism is often interpreted in the in-depth study of scholars both in and out of the field, resulting in both positive and negative impacts. The explanatory history of this work bears two properties: one is prepared for us to say that it enjoys “excellent”, “standard”, and “exemplary” characteristics, and the other runs just the opposite. It, therefore, has witnessed both the process of shaping and deconstructing classics. As for its classic interpretation as an experiential event in hermeneutics, the important question is how and to what extent should the overall unity and rigorous structure of this work be emphasized. In any case, we should discover the era relationship that is closely related to us based on the original text, and shape its classic essence from the idea of fundamental value distribution. This work is the precursor to human liberation, and the task of contemporary readers is to provide more credible evidence and judgment on it.

The Bidirectional Pressurized System and Its Operational Logic in Primary-level Governance —A Case Analysis Based on Grid Management in H Town

As a local concept, the pressurized system has been fully developed, but most researches focus on the single dimension of downward pressure from superiors, neglecting the proactive response to primary-level service demands. The case of grid management in H Town shows that there is a bidirectional pressurized system in the primary-level governance. This kind of system employs the bidirectional operation process to cope with the two pressure environments of superior management requirements and mass service demands. Through the convection and inter-flow of top-down and bottom-up pressures, it respectively responds to the different task requirements of the upper and lower levels, and also realizes the potential energy release and energy complementarity of the pressure environment on both sides. The concept of bidirectional pressurized system is the middle-level theory of communicating the classic framework of pressurized system and the experience of primary-level governance, which condenses the beneficial experience of integrating primary-level service and management, and contains the distinctive logic of China’s primary-level governance.

Why Is Data Governance at the Primary-level a Tough Job? —An Analysis Based on the Perspective of Multi-lag Theory

Currently, there is a significant gap between the ideal vision and reality of primary-level government data governance, resulting in a phenomenon of “lag”. At its root, the contradiction between the value demands and realization of technology operation and public management, together with the unclear cost-benefit relationship of data governance leads to “cultural lag”; The ambiguous relationship between “data” and “governance”, the deviation of institutional implementation from institutional interests, and the tension between technological changes and institutional stability result in “institutional lag”; The lack of motivation for data sharing and unclear rights and responsibilities bring about “functional lag”. The government should, therefore, start from the actual situation of primary-level governance and the actual needs of collaborative development, and promote digital transformation from multiple dimensions such as emphasizing people-orientedness, building a digital innovation atmosphere and sustainable technological support system, and improving supporting institutional systems. This will improve the innovative application of data in diverse governance environments, thus effectively bridging the gap between diversity and moving towards good technological governance.

Research on the Collaborative Impact Mechanism of Enterprise Digital Transformation and Government Digital Governance on the Innovation “Improvement in Both Quantity and Quality”

Based on the digital empowerment theory, this paper takes 396 high-tech manufacturing listed companies from 2016 to 2021 as samples, and explores the mechanism of enterprise digital transformation and government digital governance empowering enterprise innovation “improvement in both quantity and quality” from the micro and macro dimensions; it employs polynomial regression, response surface analysis and block variable analysis to analyze its interaction and coordination mechanism, and clarifies the multidimensional paths of digital economy in promoting the “quantity and quality” of enterprise innovation. The research results show that: (1) The digital transformation of enterprises significantly promotes the “quantity”, instead of “quality” of enterprise innovation; government digital governance significantly enhances the both. (2) There is an interactive synergy between enterprise digital transformation and government digital governance, which significantly promotes the “quantity and quality” of enterprise innovation; in a balanced state, i.e. when the two are at a double-high level, enterprise innovation performance is better, and in a non-balanced state, the “leading logic” of government digital governance is presented. (3) It further verifies that the interactive collaboration between government and enterprises can promote the “quantity and quality” of enterprise innovation by reducing enterprise management transaction costs and alleviating the information asymmetry. The conclusion enriches the research on digital economy and enterprise innovation, provides a new path for enterprises to get out of the dilemma of quality-biased innovation, and offers a new reference for government departments to implement the digital economy policy and optimize the innovation environment.

Research on Mutual Aid for Elderly Care in Rural China and Its Influencing Factors from the Perspective of Social Support

The situation that urban-rural inversion and inverted distribution of elderly care resources intensifies, and mutual assistance for elderly care has become a new way to solve the problem of rural elderly care in China. Based on the theory of social support, employing the data of CHARLS(2018), this study examines the impact of social support on the mutual elderly care behavior of rural elderly. Research has found that supportive public policies in formal social support can significantly play a promoting role through “reduction strategies” and restructuring the mutual aid environment; the positive effect of inter-generational care in informal social support is significant; the variables related to the economic conditions of rural elderly all bear a negative effect, and the fundamental driving force is related to economic difficulties; there is an interactive effect between informal social support and formal social support, and there is complementarity between promoting policies and caring for grandchildren; rural elderly women with a younger age, no spouse, and a higher level of education act out stronger mutual assistance. The research conclusion helps to reveal the influencing factors of mutual aid elderly care behavior and the role of flexible assistance in it.

Social Construction, Feedback Effects, and Stagnation of Delayed Retirement Age Policies

Since the Third Plenary Session of the 18th Central Committee of the Communist Party of China, China has repeatedly proposed the policy of “raising the retirement age in progressive steps”. However, to this day, a nationwide policy has not yet been introduced. Therefore, the article takes the theory of social construction and policy design as the theoretical basis and analytical framework, and employs 54 documents (1951—2021) issued by China’s central government as samples to examine how the social construction of the target group affects the process of delaying retirement age policies through feedback effects. Research has found that cadres and senior professional and technical personnel are positively constructed and benefit from policies, resulting in positive feedback. Policies are only applicable to this group for a long time, while ordinary workers are positively constructed but suffer from policy damage, resulting in negative feedback and the inability to introduce national policies, thus leading to policy stagnation; the long-term accumulation of positive feedback effects promotes a shift in social construction, and social environmental factors change policy cognition, thereby driving policy progress. Therefore, policy makers should be determined to continuously optimize policy design and respond to the social construction shift of target groups; the Party and the central government should actively respond to the strategy of aging of population by incorporating the policy of delaying retirement age and shaping public policy awareness; local governments should actively carry out policy experiments and summarize experiences and lessons learned. These measures all contribute to accelerating the policy process.

Transcendence and Inclusion: Further Interpretation of the New Curriculum Plan and New Curriculum Standards for Compulsory Education

The Curriculum Program for Compulsory Education (2022 Edition) and various curriculum standards are known as shifts from a knowledge-based approach to a literacy development oriented approach, from a “three-dimensional goal” to “core competences”, and from “evaluation suggestions” to “quality standards”; the new program is a critical inheritance from the previous edition, a kind of both transcending and accommodating it: the shift from “knowledge based” to “literacy based” is a change in philosophy rather than a simple replacement; core competencies go beyond the “three-dimensional division”, rather than knowledge, abilities, and attitudes themselves; academic quality standard is considered “high-level guidance” for curriculum evaluation rather than a replacement. We need to rely on the new curriculum plan and standards, draw a “construction map” for school curriculum education according to school conditions, strengthen the review of curriculum development, and promote local and school curriculum reform and teaching evaluation. Accurate interpretation of academic quality standards can promote students to learn in depth; cross referencing of various curriculum standards can promote students to “learn with breadth”; jointly studying academic quality standards can promote teachers to engage in “group inquiry based learning”.

Education transformation of critical students in junior middle school is an inevitable requirement to promote better quality and balanced development of compulsory education, an important embodiment of the integration of moral education into all aspects of education, and a realistic need to help the comprehensive and free development of critical students in junior middle school. Based on the theory that education promotes human development, after ten years of practice and exploration, we have established the model of “two thoughts, three incentives and four methods” for critical student transformation; we adhere to the new concepts of critical student education transformation—the cultivation of morality and mind, the integration of morality and wisdom, and the full participation of all students, promote the development of critical students’ knowledge, ability and quality, and guide them to break through the current development level.

Is the “Dual Carbon” Goal Conducive to Promoting High-quality Economic Development?

As carbon peaking and carbon neutrality are key goals for China’s current environmental governance, achieving carbon reduction has become an important part of China’s high-quality economic development. Here comes a question: is the “dual carbon” goal conducive to promoting high-quality economic development? This article, based on the environmental policy under the “dual carbon” goal, employing the panel data at the city level in the Yangtze River Economic Belt, empirically tests the impact of the “dual carbon” goal on high-quality economic development. The results show that: (1) the “dual carbon” goal bears a positive effect on the quality of economic growth in the Yangtze River Economic Belt, indicating that it can effectively promote the improvement of economic growth quality; this conclusion stands firmly through multidimensional robustness tests such as parallel trends, endogeneity and other policy shocks; (2) The results of heterogeneity analysis indicate that the “dual carbon” goal bears a more significant effect on improving the quality of economic growth in the middle and lower reaches, small and medium-sized cities, non provincial capitals, and non industrial cities, of the Yangtze River, and this impact has spatial spillover effects; (3) Further analysis shows that environmental governance, efficiency improvement, technological innovation, and industrial upgrading are important transmission mechanisms for the impact of the “dual carbon” goal on high-quality economic development. The relevant research results provide empirical evidence for the high-quality development of China’s economy, and also provide relevant policy recommendations for the further implementation of environmental policies.

Research on the Impact of Digital Consumption on Total Factor Productivity of Strategic Emerging Industries —A Case Study of the New Generation Information Technology Industry

Digital consumption, as it contains enormous and enduring momentum, is a crucial part of China’s high-quality development of strategic emerging industries driven by the domestic demand market. The new generation information technology industry, for its rich technological content and strong linkage effects, takes a deciding role in strategic emerging industries. This paper comprehensively employs the data of listed companies and provincial data to measure the level of digital consumption in each province and the total factor productivity of the new generation of information technology enterprises, and systematically examines the impact of digital consumption development on the development of the new generation information technology industry. The study has found: 1) in recent years, China’s digital consumption level has shown a steady growth year by year; digital consumption has significantly contributed to the total factor productivity of China’s new generation information technology industry through local market scaling effect and the technological innovation network effect, and this conclusion still holds after a series of robustness tests. 2) Both the digitization of consumption content and the digitization of consumption mode bear positive impacts on the improvement of total factor productivity of enterprises, and the digitalization of consumption content weighs more. 3) The promotion effect of digital consumption on total factor productivity is more pronounced in non-state-owned enterprises and the eastern region. The research indicates that further development of digital consumption is crucial for promoting high-quality development of China’s new generation information technology industry.

On the Friendship between Li Bai and Du Fu and Its Significance

The friendship between Li Bai and Du Fu is considered an important literary and cultural phenomenon, and its significance goes far beyond ordinary interpersonal relationships. The friendship between the two is a great bond in the history of Chinese literature and culture, and is a model advocated by Confucianism for the intersection of righteousness. Specifically, compared to Du Fu’s hospitality towards him, Li Bai lavishes no equal response, though he is very concerned about Du Fu. In Li Bai’s social circle, Du Fu is just one common friend; in Du Fu’s social circle, Li Bai is the friend he wants to make at the first sight. Du Fu admires Li Bai’s talent and temperament, understands his poems and him as a poet, sympathizes with Li Bai’s experiences, and even defends for him. This fully demonstrates the immense charm of Li Bai’s elegant personality and unparalleled talent. Du Fu’s admiration, care, sympathy, and understanding of Li Bai also reflect Du Fu’s unique ideological qualities and spiritual needs, which plays a unique role in Du Fu’s growth, thus bearing important significance in ideological and poetic histories.

Major Topics in Chinese Archaeology

Major academic topics can serve as forward-looking guidelines for the development of disciplines. In 2014, the Euro-American archaeological communities proposed 25 major topics for archaeological development over the next 25 years, which has made a significant impact on the international archaeological community. In view of this, it is equally necessary to explore significant topics in Chinese archaeology. An analysis of these topics requires considering the internal and external contexts related to the discipline. Looking back the history of Chinese archaeology over the past century, we could observe how this discipline have been guided by the major academic topics, and it is ultimately aimed to establish an independent academic system. Looking ahead, the guiding spirit for advancing Chinese archaeology should be transcending, including shaking off the dependency on the Western academic system, establishing China’s own subjectivity, going beyond the predominant paradigm to expand research domains, transcending disciplinary boundaries by engaging in discussions on major issues related to human development, broadening research scope beyond China to study world civilizations and so on. Ultimately, it is about building an autonomous academic system with innovation and pioneering capabilities.
