Is the “Dual Carbon” Goal Conducive to Promoting High-quality Economic Development?

As carbon peaking and carbon neutrality are key goals for China’s current environmental governance, achieving carbon reduction has become an important part of China’s high-quality economic development. Here comes a question: is the “dual carbon” goal conducive to promoting high-quality economic development? This article, based on the environmental policy under the “dual carbon” goal, employing the panel data at the city level in the Yangtze River Economic Belt, empirically tests the impact of the “dual carbon” goal on high-quality economic development. The results show that: (1) the “dual carbon” goal bears a positive effect on the quality of economic growth in the Yangtze River Economic Belt, indicating that it can effectively promote the improvement of economic growth quality; this conclusion stands firmly through multidimensional robustness tests such as parallel trends, endogeneity and other policy shocks; (2) The results of heterogeneity analysis indicate that the “dual carbon” goal bears a more significant effect on improving the quality of economic growth in the middle and lower reaches, small and medium-sized cities, non provincial capitals, and non industrial cities, of the Yangtze River, and this impact has spatial spillover effects; (3) Further analysis shows that environmental governance, efficiency improvement, technological innovation, and industrial upgrading are important transmission mechanisms for the impact of the “dual carbon” goal on high-quality economic development. The relevant research results provide empirical evidence for the high-quality development of China’s economy, and also provide relevant policy recommendations for the further implementation of environmental policies.
