Abstract: Liu Shao-qi was escorted to Ruijin, the capital of central soviet areas, in the winter of 1932. By October 1934, he was the representative of the central committee of the Communist Party of China in the eighth army corps and set off the long march with the main force of the central Red Army, living in the Central Soviet Area and combating for nearly two years. He led and organized the Central Soviet Area social security authority – the central executive of all Soviet Area, holding a post as the chairman of the committee. He cared the living conditions of workers, and perfected the working methods. He also took the lead in boarding “bag”, organizing the masses to condole those workers in Soviet Area. In addition, he corrected the “leftish” tendency in Labor Law, and explicitly proposed the enterprise management ideology of System of Overall Responsibility by Factory Manager, etc. The social security thoughts and experiences Liu Shao-qi created and accumulated in the Central Soviet Area period have become vital parts of Mao Ze-dong's social security thought, which still possess practical guiding significance today.
