Improvement of the System of Administrative Discretion Standard

Abstract: Administrative discretion standard is an enforcement system which comes into being because of the necessity and abuse of administrative discretion power. It plays an active role in administrative enforcement; nevertheless, it has certain flaws. Improvement can be made under the guidance of the basic principles of administrative law.
