On Approaches and and Legal Guarantees for Targeted Poverty Alleviation in Ethnic Minority Areas

Abstract: Ethnic minority areas in suffer from overall regional poverty. Currently, there are three main approaches to this problem: supporting local education to increase development potential; helping sustain characteristic industries to promote techniques; relocating people to eliminate poverty fundamentally. The legal guarantees to achieve targeted poverty alleviation are: strengthening employment promotion mechanism to improve competency of impoverished population; boosting equalization of public services to improve their health level; perfecting social security system to guarantee their basic living conditions.
