How Can the Institutional Advantage of “Pooling All Resources to Accomplish Major Tasks” Be Transformed into the Remarkable Performance of National Governance in the New Era: Historical Context, Institutional Logic and Realization

“to pool all resources to accomplish major tasks”, a long-standing political and academic discourse in China’s national governance, has become a realistic basis for describing one of the advantages of the socialist system with Chinese characteristics. However, the current academic research neglects the internal logic of this governance mechanism, in particular to an in-depth theoretical response to its having become the institutional advantage of China’s national governance. This paper, based on a systematic review of its historical context, further clarifies the three criteria, namely legitimacy, superiority and effectiveness of institutional evaluation. A comparison of the four national governance modes, namely “the traditional”, “the claimed”, “the involution” and “the superior”, tells that responsibility is the key factor to highlight the advantages of the national governance modernization system. An interpretation of the internal logic of this mechanism in China’s national governance under the leadership of the Communist Party of China from the three dimensions of “concept”, “structure” and “action” of responsibility politics theory, the paper concludes, further provides relevant enlightenment for transforming this institutional advantage into a strong efficiency of national governance in the new era.

Urban Renewal: A Theoretical Discussion from the Perspective of Spatial Governance

Urban renewal has become a vital policy tool to promote China’s new urbanization. At present, the theoretical construction of this theme mostly focuses on policy design and project process, and few studies touch on its full integration with urban development and urban space governance. This research centers on urban renewal and follows the spatial paradigm to explore the basic form of urban renewal governance theory and its spatial governance paradigm through multi-disciplinary theoretical paths: it starts from the metaphor of urban life, and extends to the space-time view foundation of urban renewal in the history of urban development; it begins from the theoretical approach of “social space”, and moves to “production in space”, followed by “production of space”, for the causes and limitations of urban renewal and the potential possibility of governance transformation; the nest step shifts to the framework of “spatial scale production” and scale politics for the direction of governance turning of coupling space and power analysis; the integrated framework of “space-actor-scale” is formed at length. With the downward shift of scale, urban renewal presents a “co-governance of scale” in spatial governance, forming a system innovation of horizontal dual scale game and vertical convergence of upper and lower scales. Urban renewal, therefore, will bring about China’s urban development a complete change: from growth and capacity expansion to quality improvement and transformation, and it, blessed with such a change, will move towards a prospect of good spatial governance.

Spatial Cohesion: The Formation Mechanism of Primary-level Governance Community in the Transformation of Urban Living Space

Space is not only the product, but also the carrier, of human activities. Its planning, construction and management, therefore, is not a one-way material production process, but bears a comprehensive attribute of more social reproduction. “Space justice, residents’ communication, social capital and space culture” play an important role in the transformation from “space activities to primary-level governance community”. How these elements “activate” in living space still needs to be analyzed by specific mechanisms. Spatial cohesion, this paper finds based on an analysis of the case of living space transformation in Chengdu, is the key mechanism for the formation of primary-level governance community. Spatial cohesion is a mechanism that takes space as a link and drives the participation of residents and all parties; it is a continuum from space production to community production. It, through “symbolic spatial symbols and rituals”, constructs the spatial context of residents’ interaction; it cultivates residents’ community awareness and autonomy habits through participatory transformation; and leverages and cultivates residents’ self-service and self-management through “local community self-organization”. The transformation of living space can become not only a symbol of residents’ participation, but also a connecting point to guide residents’ communication and participation.

Decision-Making Dilemma in Territorial Management of Emergencies: An Investigation Based on Major Infectious Disease Events

In the initial stage of dealing with emergencies, the government encounters with the connection and transformation between normalized and ab-normalized management, thus bringing challenges to the territorial management. In terms of emergency decision-making, the territorial government has always encountered with a headache in crisis judgment and emergency disposal; such factors as decision-making information and disposal authority have brought about the impossibility to match the fuzziness of crisis cognition with the timeliness of government response, the uncertainty of response results with the high requirements of resource input, the pertinence of response strategies with the limitation of decision-making authority as well as the difficulty in matching the initiative of crisis decision-making with the severity of accident accountability. Therefore, the territorial responsibility should not overemphasize in territorial management. Instead, both the graduality of scientific cognition, and the specific limits of officials’ duty performance should be taken into consideration; the decision-making system for major emergencies should be optimized from the perspective of improving the law.

Urban Power Structure and Land Interests Redistribution: A Spatial Political Economy of Beijing Urban Renewal Projects in a Rapid Urbanization Era

This paper, based on the four cases of Beijing urban renewal in rapid urbanization, studies the urban power structure and land interests distribution with the method of long-term observation, and puts forward a theoretical analysis framework of spatial political economy on the changes of China’s land interests distribution structure and its social consequences. The growth coalition theory relatively ignores the trend of urban power diversification, while the regime theory does not provide enough explanation on the institutional environment and national governance structure both embedded in the distribution of land interests. The central government, by adopting adjustment of policy objective, can restore the urban power structure, resulting in a change of the game mechanism of land interests distribution. In fact, policy adjustment has shaped four typical types of land interests distribution, and their inclusiveness has gradually increased, resulting in impeding the expansion of urban social space differentiation. The distribution of land interests is the political and economic root of social contradictions in the rapid urbanization, as well as the root of equity-oriented space governance reform and policy adjustment in the new era.

The continuous promotion of rural revitalization renders an investment of resources in rural communities to build small scenic spots an important operation, thus forging some unique scenic villages. Scenic village bears a “scene in the village” mode, that is, part of the rural community is built intensively to form a landscape area with certain tourism value, and its particularity lies in the double superposition of elements and functions between the internal scenic spot and the community. This paper, drawing the development experience of JL village, W Town, Northern Zhejiang, analyzes the development logic and governance dilemma of scenic villages from the three-dimensional analysis framework of market, community and the state. The internal causes, the paper tries to explain theoretically, lie in the objective differences and coordination difficulties among the three subjects.

As the official accounts of Chinese government agencies on the Tiktok platform, government Tiktok has become an important tool for authoritative information dissemination, crisis situations communication, misinformation refutation and public service provisions in public crisis. Since the key to the success of public crisis communication lies in the rate of information arrival and the degree of information acceptance, it has become a hot topic in both academic and industrial circles about how to maximize its information communication effect. Following the elaboration likelihood model, this study investigates the effects of the central cues such as content themes and the peripheral cues including social media capital, dialogic loop, video length, background music and subtitle explanation on the information communication effect of government Tiktok accounts over the COVID-19. An analysis of the 2 515 video samples collected from 25 China’s provincial health departments tells the following findings: in terms of the effect of the overall communication effect and its three dimensions, namely depth, breadth and emotion, 1) those about the COVID-19 publicity and mobilization, compared with Tiktok videos related to story and emotion, perform a significant role, in a marked contrast to videos about knowledge of treatment and prevention; 2) social media capital stands out; 3) one dimension of dialogic loop, namely “#”, weighs more; 4) videos with graphic splicing, shooting and editing, compared with videos of cartoon animation, take a positive role; 5) video length talks; 6) background music and subtitle explanation occupy no position.

A Debate on Public and Private: Private Discourse and Public Expression in Video Blog —An Empirical Research Based on BiliBili

In the discourse space constructed by online video, the relationship between its private and public attributes has always been an hot academic topic. Through the empirical study on the video blog on BiliBili, this paper discusses the external differences and implicit associations between private discourse and public expression, as well as the possible ways to integrate the two to build the public sphere. The results tell that: 1) in terms of public-private distinction, there is a clear division between the private discourse and the public discourse, and the former bears a visible feature of “de-publicity”; 2) in terms of public-private connection, the explicit private discourse in the video blog is intrinsically related to the implicit public issues: some seemingly private individual expressions actually involve deep public care; 3) in terms of public-private integration, it is possible to construct the public sphere on the video blog platform only when the discourse subject changes from private people to citizens, the content from sensibility to rationality, and the space from disorder to order.

Metaverse is a virtual world that is linked and created by scientific and technological means and that maps and interacts with the real world, i.e. a digital living space with a new social system. Its concept is the integration of multiple underlying technologies, and its essence the Internet of next-generation. The continuous maturity of related technology systems has drawn a clear outline for the development prospects and application scenarios of Metaverse, hence a hit of capital market and one focus of future industrial revolution. Between Metaverse and cultural tourism, in terms of gene embedding, industrial demand and development path, lies a natural connection. Metaverse has promoted the reconstruction of “people-things-field” of the latter, rendering a broad application in games, performing arts, tourism, film and television, which further brings about subversive changes in cultural tourism. At present, the application has been advanced in depth, and the application path has been gradually clarified. Even so, there have still be challenges resulted from risks in monopoly, system, ethics, right and addiction. To promote the high-quality development of cultural tourism, we should take targeted measures in terms of strengthening understanding, developing industry, building benchmarks, promoting pilot projects, building publicity platforms, strengthening ethical supervision, and carrying out legal construction.

Can Preferential Policies Promote Economic Development? —A Retest Based on the Revitalization Policies of the Former Central Soviet Area

As China has carried out a large number of preferential policies aimed at promoting the economic development of backward areas, it is of great significance to evaluate, for further optimization of policy design, the effects of these policies. However, it is difficult to assess the net effect of these policies in reality. The revitalization policies targeted to the counties of the Central Soviet Area, places mainly clustered in southern Jiangxi, western Fujian and northern Guangdong. Such geographical location enables to find a control group, counties with similar conditions, thus providing a research opportunity close to quasi-natural experiments for the evaluation the preferential policies. This paper, based on DID model, finds that the preferential policies have a significant positive effect on the GDP growth rate, the main mechanism of which lies in the promotion of the investment rate and the industrialization in these areas. But the regional biased policy has a negative effect, i.e. higher scale of fiscal gap, lower investment efficiency and higher population outflow rate, on the regional endogenous capacity. The robust test further confirms these two views. The policy implication of this study is that the support for backward areas should shift to enhance the regional endogenous capacity rather than increase investment.

“Deviating from the Classics” Is not Necessarily “Rebellious against the Tao” ——On Confucian “Interpretation of the Classics”

In the relationship between the “classics” and the “Tao”, or between “classics → words → meaning → Tao”, we should notice that the classics and texts are concerned with hermeneutics, and the same is true to the words and meanings of the sages. Therefore, “deviating from the classics” is not necessarily “rebellious against the Tao” though the Chinese idiom goes the other way. Conversely, “deferring to the classics” or “adhering to the classics” may not be able to “attain the Tao”. The reasons stand behind are: the “classics” or “books” can not exhaust the “words” of one sage, and the “words” from him can not fully tell the “meaning” intended to convey, and the “meaning” delivered can not exhaust the “Tao” itself. Even so, we still need to “speak”, and still need “meaning”, “words” and the “classics”.

The Power Logic of Local Political Space: The Establishment of Guangxi Fujiang General Surveillance & Military Defense Circuit in the Ming Dynasty

Military Defense Circuit was a special politics and military unit widely established during the middle-late Ming Dynasty. Guangxi Fujiang Military Defense Circuit, first established in 1496 for temporary dispatch and later abolished in 1516, was re-established in 1521 as a regular agency. Its power space initially covers the areas around Fujiang River, western and northern parts of Guilin prefecture. After several times of segmentation and reorganization, it narrows down to a sweep around Fujiang river, and its attribute is changed from single (military) to dual (military and supervision) after the Fujiang General Surveillance & Military Defense Circuit was established in 1581 as the substitute. The changes in power space and its attribute reflect the power negotiation between military and political forces in Guangdong & Guangxi, and manifests the power logic in political structure changes of that time.
