Research on the Management ofEntrepreneurial Bases of College Students in Ethnic Areas Based on the Poly-centric Theory

Abstract: The poly-centric theory highlights that the service of public management should not be provided by a single subject but multiple subjects, and that the management mechanism of multiple competitions will be introduced into the process of public management service. Different from the principles of the poly-centric theory, entrepreneurial bases of college students in Chinese ethnic areas are being developed blindly, which have some bad impacts on the construction of entrepreneurial bases and the development of innovative enterprises. The effective way to solve these problems is to change the pattern “colleges and universities as the subjects” into another pattern, namely, government institutions, colleges and universities, industries and venture investment institutions and so on, collectively undertaking the construction of entrepreneurial bases of college students.
