Abstract: The core of the new urbanization is the urbanization of population. However, the key to urbanization of population is to improve the professional quality of population and achieve stable employment. Through setting up the measurement indexes of professional quality of population and urban employment level, this paper uses the panel data of representative provinces of southwest national areas of 2005-2015 to make empirical analysis, and the results show that both the basic sources and subsequent supplements of promoting professional quality of population produce a significant positive effect on urban employment level, but there exist differences in the extent. Through improving investments of school education and social education to enhance the employability of urban population, it is conducive to achieving stable employment in urban areas and transformation of urbanization of population from quantity to quality.
