政治势能依附与中国社会问责:一个公民行动策略的分析

Abstract

Abstract: Political potential energy transmits either internally or externally. The former approach affects the implementation of public policies, while the external one impacts the political participation of citizens. This paper, through an analysis of a social accountability case, reveals that in the external approach, the energy can be a potential resource for citizens to borrow and attach so as to strengthen the power and effectiveness of citizens' accountability. However, such a mission can never be fulfilled without citizens' active identifying this energy, their finding joint forces with the institutional structure of fragmentation, and their opportunities to take advantage of such a potential. In addition, the case analysis also shows that there are different types of this political potential, and citizens, by their leaning on different subjects, can obtain the support of its different types.
