Problems and Reflections on the Study of Marxism Abroad in China

The main obstacles that lie ahead of an thorough study of Marxism abroad in China include 1) failure to reach a consensus on the definition of both the research object and scope; 2) failure to grasp the development logic as a whole resulted from “data review”, an abstract paradigm; 3) increasingly vague value position. To cope with that, accordingly, the object and scope of the study should be defined, a shift to the “problem-oriented” paradigm, a unity of theory and practice, be realized, a value position of “Sinicization of Marxist Philosophy” adopted. By doing that, this paper is aimed to grasp the internal logic and theoretical problems of the research, explore the history of interpretation, communication and acceptance of Marxist research abroad in China, thus revealing its theoretical and practical effects.

“political potential energy” is a modern expression of traditional discourse, as well as a brand-new interpretation framework of Chinese governance model. Its value lies in its taking the CPC leadership as the core variable of China's political operation, and its facing up to the complexity and uniqueness of China's policies. Such a breakthrough in the dual thinking of the state and society enables its theoretical achievements to be applicable to Party history, Party building, and Marxism research, thus coming out its academic value.

Political Potential Attachment and Social Accountability in China: An Analysis of A Citizen's Action Strategy

Political potential energy transmits either internally or externally. The former approach affects the implementation of public policies, while the external one impacts the political participation of citizens. This paper, through an analysis of a social accountability case, reveals that in the external approach, the energy can be a potential resource for citizens to borrow and attach so as to strengthen the power and effectiveness of citizens' accountability. However, such a mission can never be fulfilled without citizens' active identifying this energy, their finding joint forces with the institutional structure of fragmentation, and their opportunities to take advantage of such a potential. In addition, the case analysis also shows that there are different types of this political potential, and citizens, by their leaning on different subjects, can obtain the support of its different types.

Leveraging Political Potential Energy: Venue Shopping by Foreign Chambers of Commerce in China

As a micro-mechanism, the political potential energy of China's policy process exists between the giveninstitutional context and the lobbying behavior by foreign chambers of commerce in China. Leveraging on such political potential energy, foreign chambers of commerce conduct “venue shopping”as a lobbying strategy by selecting either host or home country and either vertical or horizontal venue. This paper therefore uses the analytical framework to study thefollowing two typical cases: legislative processes of Labor Contract Law and Foreign Investment Law lobbied by American Chambers of Commerce (AmCham China and AmCham Shanghai) and European Chamber of Commerce in China, respectively. In this regard, the author analyzes types, characteristics and results of venue shopping conducted by the foreign chambers of commerce based on the different political potential energy in those legislative processes, and simultaneously summarizes the possible impacton the state-society relations of host country.

It is of great significance to optimize the advisory and coordinating bodies of the CPC Central Committee and strengthen her top-level design and overall layout for major work as by doing so the CPC leadership will be enhanced and the modernization of the national governance system and capacities promoted. This paper, from the perspective of “political potential energy”, first sorts out and analyzes the internal laws in development of the advisory and coordinating bodies, telling accordingly their political value, an important platform as a whole for the Party, by employing such a potential, to promote her leadership and the modernization transformation of national governance. Secondly, the paper explains and reconstructs the system logic of such bodies from the two aspects namely “value carrier” and “administrative operation”. Finally, the paper puts forward some suggestions on the practical path of the function optimization from the following dimensions: function legalization, straightening out of the central-local relationship, establishment of the evaluation system, and balance of the governance system and the group mechanism.

Measurement of the Relative Poverty Line of Urban Floating Population in China ——Based on CLDS Database

Scientific measurement of the poverty line of urban floating population is the premise and basis for formulating and modifying the relevant policies of urban poverty alleviation. Up to now, however, there has been few research on this topic in academia. This paper, based on the characteristics of this group's rights poverty, selects the extended linear expenditure system model to measure the relative poverty line of these urban dwellers from spending in food, health care, education, living routine and housing rental. The results, by employing CLDS, show that: the annual poverty line is 8281.350 RMB/person, the monthly line 690.113 RMB/person, and the poverty rate as high as 28.9%. To cope with that, we should first speed up the formulation of accurate identification standards; secondly, we should optimize the rights exchange environment and establish a social security system for social protection; finally, we should not only take the issue from a view of individual cities, but also from that of the whole country.

DPSIR Model Based Assessment of China's Inter-provincial Environmental Quality and Analysis of Its Influencing Factors

This paper, based on the DPSIR model, is aimed to construct China's environmental quality assessment system. The entropy method is employed to weight the corresponding indicators and calculate the environmental quality scores of 30 provinces and cities in China (2007-2016). The results show that 1) in general, China's environmental quality has been improving, but there is obvious spatial and temporal heterogeneity; 2) in terms of spatial distribution, the southern region enjoys obvious superiority to the northern; 3) as for economic belts distribution, the three in East, Central and West, the quality falls into a pattern of “high on both sides and low in the middle”; 4) from the perspective of time and space, the changes (2007-2016) bear a feature of rising, lifting, stationary and anti-L. The spatial effect decomposition shows that 1) the local government's environmental regulation can not only improve the quality score, but also produce significant spatial spillover effects, thus a good influence on the surrounding areas; 2) an improvement of local economy and technology research promotes environmental quality, but it will inhibit that of its neighbors; 3) the upgrading of local industrial structure noticeably enhances the environmental quality, and the increase of local population will inhibit it; both have low radiation effects on the surrounding areas and have no significant impact on their environmental quality.

The initial implementation of carbon tax in EU is mainly based on the purpose of fiscal and tax, to achieve the transfer of tax burden. The evolution from single implementation to composite application involves both political resistance and energy market structure. Effective carbon tax and carbon emission trading policies are considered to play a positive role in promoting regional energy conservation and emission reduction (especially carbon dioxide emission reduction) and innovation of emission reduction technology. China's implementation, composite and compatible, is not only the objective need of emission reduction, but also the inevitable result of effective combination of fiscal and tax policies to achieve national high-quality environmental governance. Therefore, it is imperative to: (1) fully consider the acceptability of relevant stakeholders and launch feasible policy combinations; (2) implement accurate policy combinations suitable for regional sustainable development based on the energy endowment and consumption structure of different regions; (3) build a transparent system and mechanism conducive to regional coordinated development so as to promote policy combinations for environmental protection cause.

Calculation and Analysis on the Efficiency of Material Capital Formation in China

Material capital plays an irreplaceable role in economic development. Since the reform and opening up, its formation efficiency in China has greatly improved. There, however, lie great differences in different regions and industries. This paper, based on the data of statistical yearbook, tells that efficiency in developed areas is relatively high, that in western the worst, that in northeast significantly reduced. In terms of industry distribution, the efficiency of industry is not high, while that of traditional manufacturing industry is higher, higher than that of high-tech manufacturing industry. On the contrary, the efficiency of traditional industries like service (accommodation, catering, wholesale and retail) and construction is high. It should be said that the current tax sharing system, local performance evaluation standards and financial repression have increased the mismatch of resources to a certain extent. Therefore, to improve the efficiency of resource allocation we should build a standardized system of central and local authority, of expenditure responsibility and financial resources, further improve the assessment mechanism of government officials, and optimize the financial environment.

Our society has been experiencing a special transfer, one from “a text world” to “an image world”. This kind of turn ushers in a new era, the “image era” that we are involved in. In this age, young students are labeled as “screen teenagers” for the great change of their living style. This requires us to reexamine the “visible” and “invisible” in images. Such “visible” images can be employed in school moral education for the “invisible” moral education. In other words, new media technology means, through the extracurricular activities, can be adopted for moral guidance to primary and secondary school students.

Cultural confidence refers to the positive assessment and expectation of a subject from a certain culture to succeed in dealing with various social situations, through knowledge and practices learned from that culture; it is a sense of pride and affirmation of one's own cultural vitality and value. Under the contexts of population migration, cultural transfer, and cultural change, the contemporary “mobility” turn highlights a new understanding of the relationship between the subject and object of cultural confidence. Based on a comprehensive analysis of these new understandings, we propose from a psychological perspective that cultural confidence comprises three components: cognition, emotion, and motivation. The psychological path for building Chinese national cultural confidence, therefore, should start from that three aspects. To be more specific, we should build common, inclusive, and shared cultural values, nurture cultural emotions that echo the common cultural philosophy of life, and enhance motivations for cultural innovation.
