A Logic Analysis on the National Environmental Protection Inspection System: Enlightenment to Establishing Ecological Environment Governance System

Abstract: Logic conflict arises between bureaucracy and public participation in the environment governance. While diversifying the logic of environment governance, national environmental protection inspection system provides new opportunity and methodology in the construction of modern ecological environment governance system. The article will propose a new method on the basis of the field observation and case analysis with regard to the central environmental inspection practice in S province: to establish an integrated cross-sector agency of “Environmental protection governance committee” as a local leading center and a platform for inspection with the permission from central government while regulate the criteria of work and procedure in solving environmental issues. Meanwhile, we should guide and transfer the thought, idea and cognition of the operator/actor of environment governance from the starting point in people’s mind.
