“政治势能”视阈下新时代议事协调机构的制度逻辑及职能优化

Abstract

Abstract: It is of great significance to optimize the advisory and coordinating bodies of the CPC Central Committee and strengthen her top-level design and overall layout for major work as by doing so the CPC leadership will be enhanced and the modernization of the national governance system and capacities promoted. This paper, from the perspective of “political potential energy”, first sorts out and analyzes the internal laws in development of the advisory and coordinating bodies, telling accordingly their political value, an important platform as a whole for the Party, by employing such a potential, to promote her leadership and the modernization transformation of national governance. Secondly, the paper explains and reconstructs the system logic of such bodies from the two aspects namely “value carrier” and “administrative operation”. Finally, the paper puts forward some suggestions on the practical path of the function optimization from the following dimensions: function legalization, straightening out of the central-local relationship, establishment of the evaluation system, and balance of the governance system and the group mechanism.
