Abstract: The role and significance, of imbalance, gained too much weight, and of balance, thus was long ignored, resulting in many contradictions and problems. The imbalance of social development in China, in the new era, is still prominent, a truth reducing people’s expectation for a better life. In view of this, research and advocacy of social balance has become an objective requirement for the all-round development of society in the new era. Social balance is the fundamental condition for the existence and development of things, and it is a balance based on contradiction, and a balance dynamic. Its mechanism construction, in the new era, therefore, has been a joint effort of building up a mechanism of power, balance and coordination.
