Xi’s thought of such finds its innovation in terms of philosophical theory, international relation and form of social existence. New holism and the theory of harmony thus came out, from which brings forth a paradigm shift of the old holism, Darwinism and social Darwinism, i.e. a new social ethical value of overall interests of human beings are put forward. Under such a view of interests, a new international political relation with win-win cooperation as the core is established, and the corresponding concept of economic development is put forward. Such a view of interests, in terms of social existence, also brings forth “peaceful rise” an approach of national rejuvenation, “harmony in diversity” a mode of co-existence between nations, and “harmony” a type of human-nature relations.

The role and significance, of imbalance, gained too much weight, and of balance, thus was long ignored, resulting in many contradictions and problems. The imbalance of social development in China, in the new era, is still prominent, a truth reducing people’s expectation for a better life. In view of this, research and advocacy of social balance has become an objective requirement for the all-round development of society in the new era. Social balance is the fundamental condition for the existence and development of things, and it is a balance based on contradiction, and a balance dynamic. Its mechanism construction, in the new era, therefore, has been a joint effort of building up a mechanism of power, balance and coordination.

On Marx and Engels’ View of Greek and Roman History:From the Bondage of Clan Community to the Alienation of Individual

The clue of social development in ancient Greece and Rome, is interpreted by Marx and Engels, as a process evolving from “clan community bondage” to “individual alienation”. A similar clue is also found within a history from the Middle Ages (feudal hierarchy)to the civil society. A comparison of such tells that the two stages of history fall into just two versions of the same concept. In other words, Marx and Engels’ historical view of ancient Greece and Rome is the prelude to their syllogism of “community bondage” → “individual alienation” →“individual freedom” in the historical view of human social development, and its real purpose is to finally realize “individual freedom” and “a community of free men”.

On the Dimension of Distributive Justice of Targeted Poverty Alleviation

Justice is the primary value of social system. Distributive justice, known as an important part of justice, is the value criterion that targeted poverty alleviation must conform to as a social governance measure. Distribution justice is the justice of human beings. In other words, the identity and difference of human beings determine that of distribution justice while the absence of the two principles leads to the practical dilemma of targeted poverty alleviation. Targeted poverty alleviation, with emphasis on differential treatment, embodies a pursuit of equality. Identity, the fundamental principle, should be well observed on the one hand, while difference should also be taken into account on the other hand. Distribution justice in targeted poverty alleviation should be practiced in line with a unity and coordination of the principle of both equality and difference.

The Implementation Capability of the Grass-roots River Chiefs——An Empirical Analysis of “the last mile of the policy”

The grass-roots river chiefs (river chiefs of village committee and neighborhood committee) as the street bureaucrats of the “first line of water governance”, assume the resonsibilities of “the last mile of the policy” and their implementation greatly influence the running effect of the river chief system. However, the news about the difficulties of policy execution at the grass-roots level, and the selective implementation of the grass-roots river chiefs are often reported from time to time. How is the implementation capability of the grass-roots river chiefs in water environment governance? Why is it blocked? This paper explores the implementation capability of the grass-roots river chiefs and its influencing factors,using the questionnaire data of the whole staff (a total of 1472 valid samples) in City S from the perspective of their perception . The results are as follows. First , in general,implementation capability of the grass-roots river chiefs of the City S is unsatisfactory and their working enthusiasm is frustrated; Second, institutional support and integration of power and responsibility have a significant positive correlation with implementation capability of grass-roots rivers; Third ,the workload has a significant negative impact on implementation capability of the grass-roots river chiefs. The problem of “the last mile of the policy” raises our rethinking of “the role overload under the dual role” and “information asymmetry under the agency.”

The Research of the New Gentry in Contemporary China Rural Governance

In rural China, the rural governance has long been presenting a political structure of dual track: the coexistence and interaction of regime and gentry power, as well as a rule of etiquette order mixed with modern rule of law, rule of virtue and autonomy. New gentry group bears many characteristics, such as diverse occupation, separated space distribution, civilian tendency, modernized values and so on. They help enhance moral values and cultural ecology, cultivate rural style, and promote innovation of rural governance. Their duties can be well performed by setting up some social comprehensive governance platforms such as “New Gentry Studio”, “New Gentry Council”, some cultural and educational platforms such as “Rural Lecture Hall” and “Cultural Auditorium”, some economic development platforms such as “New Gentry Returning Project” and “New Gentry Development Foundation”, and by taking advantage of the Internet platform for breaking space limitation. In the process of rural governance, we need to pay attention to the legitimacy of their status, the alienation of capital label, and the gray problem of participating in rural governance.

The Construction Effect of the New Land-sea Corridor in Western China:Connotation, Methods and Research Framework

The effect evaluation is of great significance to the optimization of strategic control and the adjustment of strategic implementation. This paper, on the basis of a full discussion of the connotation, evaluation method and research framework of the construction effect of the new land-sea corridor in the west, holds that the construction effect can be interpreted both economically and socially. By adopting strategic evaluation methods available, the effect can be evaluated under the condition of correctly setting the index system and index weight. For enhancing the reference role of evaluation results in the decision-making of the corridor construction, the evaluation results, together with the features of spatial distribution and the trend of time evolution should be taken into consideration, while emphasizing the influencing factors, realization path and formation mechanism. For a full grasp of the construction effect, it is necessary to further explore the index system construction reflecting the construction process, the degree of effect realization, and the balance between different effects. And what’s more, a comprehensive view should be taken as the focus in the evaluation.

Intra-regional Trade in the South China Sea Rim and Its Relevance to the Construction of the 21st Century Maritime Silk Road

Promoting the intra-regional trade around the South China Sea and strengthening the economic and trade cooperation between Mainland China and relevant countries and regions are positive interactions with the building the 21st-Century Maritime Silk Road. Regional trade has recovered steadily and become better, and trade ties have been strengthened, laying a foundation for further growth of the intra-regional trade. However, such a prospect has been shadowed by the high degree of repetition of the trade structure, and the unbalanced spatial distribution of the intensity of trade ties. Mainland of China, taking the building cause as the starting point, should coordinate and improve the current bilateral and multilateral cooperation mechanism, and promote the optimization of intra-regional trade structure through industrial transfer and infrastructure upgrading; we should coordinate the role of domestic provinces, consider regional geopolitical factors, so as to promote the growth of intra-regional trade around the South China Sea, thus achieving a mutual benefits between mainland China and other countries and regions around the South China Sea.

The Influence and Mechanism of Optimism on College Students’ Health

The purpose of this research is to explore the influence and mechanism of 4 objects namely optimism, health-related behavior, disease susceptibility, and depression on the health of college students. And 1316 college students were tested with questionnaires designed each on these objects. The structural equation model was established with LISREL8.7 to test their relationships. The findings are as follows: 1) optimism has no direct effect on health status; its indirect influence is made through the complete intermediary of depression, disease susceptibility, behaviors either promoting or damaging health; 2) through disease susceptibility and health damaging behavior can be predicted health directly and negatively; 3) through health promoting behavior, health can be predicted directly and positively, and vise versa. 4) optimism negative helps predict depression, and depression positive disease susceptibility. Here comes the conclusion: all 4 objects selected have important influence on the health of college students, and the first finding of the research is verified.

Wisdom of Love: A New Interpretation of “Philosophy”

The meaning of the word “philosophy” is derived from two Greek affixes:“φιλο” (love) and “σοφια” (wisdom), two pillars of philosophy. However,“wisdom” has long been put higher as the core of philosophy, than “love”, an attachment. Such a practice has eaten away “love” on the one hand, and dragged philosophy into crisis on the other. In fact, in the history of philosophy, the discussion of love in philosophy bears a long history, especially in modern philosophy. Levinas’ phenomenology of Eros has completely reversed the position of love and wisdom in philosophy, taking love as the center of philosophy construction. However, if we only regard philosophy as “to love wisdom”, it will lead to philosophy’s solipsism, thus erasing otherness; if we only regard philosophy as “love”, it will result in philosophy’s irrationality. In order to avoid these two tendencies and save the crisis of philosophy, “philosophy” should be called “wisdom of love”.

Preface / Annotation of Jiu Si Written in “the Six Dynasties”?——A study on the Preface / Annotation of Chu Ci Zhang Ju(1)

Though vocabulary “can best tell the features of its times”, it is very challenging to conclude that the preface/annotation of Jiu Si was made in the Six Dynasties, just according to the fact some words within “could not be available in the Western and Eastern Han Dynasties”. Even if it is true, it is true partially to some few documents extant, not all of them at that time. The same happens to Jiu Si, generally recognized as Wang Yi’s work. The example of “Zhang Ju first, followed by Shi Ci” is cited not only in Ji Si Zhu, but also in Yuan You Zhu, a fact telling seemingly an inconsistency with the annotation style of Zhang Ju. But it is just one exception in fact. Someone’s claim that Jiu Si Xu was not complied by Wang Yi, seems to be groundless. Various proofs that the preface/annotation of Jiu Si was made in the Six Dynasties can never shake the truth that Wang Yi is the true compiler.

On the Alienability of the Genitive Markers of Zhuang Language

This research investigates the genitive structures of Zhuang language from the perspectives of alienable and inalienable properties. The findings are as follows: 1) the unmarked genitive structure is realized by juxtaposing the genitive component and its subordinate, the two forming a multiple semantic relationship; 2) the marked forms involve an insertion of possessive markers tu1, huη1、hoη1 ′、ka:i5 for example, within, thus rendering a relationship of alienability; 3) Modern Zhuang syntax has adopted the Chinese possessive markers ti5 or ka0 and the Chinese genitive structure.
