Scenic Villages in the Context of Rural Revitalization: Its Development Logic and Governance Dilemma —A Case Study Based on the Development Experience of JL Village, W Town, North Zhejiang

Abstract: The continuous promotion of rural revitalization renders an investment of resources in rural communities to build small scenic spots an important operation, thus forging some unique scenic villages. Scenic village bears a “scene in the village” mode, that is, part of the rural community is built intensively to form a landscape area with certain tourism value, and its particularity lies in the double superposition of elements and functions between the internal scenic spot and the community. This paper, drawing the development experience of JL village, W Town, Northern Zhejiang, analyzes the development logic and governance dilemma of scenic villages from the three-dimensional analysis framework of market, community and the state. The internal causes, the paper tries to explain theoretically, lie in the objective differences and coordination difficulties among the three subjects.
