Abstract: The construction of local public cultural service system needs stronger leading role of the local government and fuller play to the strength of all sectors of society. Local universities, considering their functions or resources, assume more responsibilities than other social organizations in the local public cultural service system. Local governments should establish and improve a guarantee mechanism to guide and encourage colleges and universities to participate in public cultural services. Local colleges and universities should further strengthen the construction of campus cultural connotations. At the same time, the model of collaborative supply on public services of the local government and universities needs to be established.
