The Structural Elements and Optimization Paths of Public Security Capacity in China’s Land Border Passages

Where there are countries, there will be borders. How to enhance the control capabilities of land border channels is a universal challenge that the vast majority of countries in the world will face. At present, although China’s land border channels have played significant role in serving as “gateway” and “checkpoint”, there have been some drawbacks in terms of public safety concepts, institutional guarantees, organizational structures, differentiated guarantee capabilities, social participation, resource investment, construction of smart border channels, and cooperation with neighboring countries in public security that all need to be further strengthened, against the background that the world today is undergoing profound changes unseen in a century. Therefore, it is necessary to optimize the path to enhance the public security capacity from multiple perspectives and levels, so that the linking role of the “bridge” and the defensive role of the “wall” can be effectively exerted, thus ensuring border stability and national security.

The whole-process people’s democracy is a major achievement made by China in re-examining democracy in the changing world and a general summary of socialist democratic political construction in the new era. The whole-process people’s democracy not only bears the value of socialist democracy, but also has completed the sublimation of people’s democracy in the new era. It presents the new meaning of socialist democratic politics with Chinese characteristics, and has realized the sublimation and transcendence of the achievements of human democratic development. Its internal logic is self-consistent, and there is an interlocking logical chain from the task background, the leader, to the subject power, the inner spirit and then to the operational orientation. It is a model of democracy with significant advantages, which can avoid excessive tension between the state and society, and capricious veto between power institutions. On this account, it has ensured the efficient operation of democratic politics, helped maintain the necessary voice and substantive influence of the people in public decision-making and governance, and met the people’s expectations for substantive democracy with high quality.

The releasing of ChatGPT, the new generation artificial intelligence technology, in November 2022 has attracted strong global attention and also raised concerns about the challenges posed by technology. In terms of public management, artificial intelligence technology represented by ChatGPT has become a leading force driving fundamental changes and comprehensive reshaping of human social thinking, organizational structure, and operational models, providing new significant opportunities for its innovative path, reshaping form, and promoting development. ChatGPT’s powerful language processing ability dramatically promotes information circulation and cooperation among government organizations, reduces government administrative costs and improves the efficiency and efficiency of public management, and it brings development opportunities for the construction of digital government, promotes the construction of digital government, such as intelligent government citizen interaction, intelligent public services, scientific government decision-making, and even triggers deeper reform of the government. At the same time, the double-edged effect of ChatGPT has also brought huge impacts and risks to public management, prompting people to pay attention to the institutional restructuring and risk regulation in the ChatGPT era, and to think about the reasonable control of its application boundaries. Under the framework of traditional public management that emphasizes the relationship between the government and the market, the application of ChatGPT faces the risk of public value failure, hence a necessary to reconstruct the judgment criteria in the era of artificial intelligence and propose countermeasures for its potential risks. The moral issues of humans themselves, the contradictory mentality of humans towards high-intelligence agents, and the complexity of public life also pose a risk of moral premature death for chat robots represented by ChatGPT, to cope with which, we should uphold humanism and construct value norms in the era of artificial intelligence. The application and development of ChatGPT may bring positive or negative impacts on the increase of labor quality and quantity. Therefore, scientific and effective policies should be designed to promote social progress and enhance public welfare through artificial intelligence, in order to maintain the sustainable development of labor force.

The widespread application of artificial intelligence has ushered in a new era for education, bringing opportunities and challenges to graduate education in particular. The application of the new generation of artificial intelligence represented by ChatGPT will have a triple substitution of “classroom, teacher, and assessment”, greatly impacting the education model centered on knowledge transfer. At the same time, artificial intelligence has inherent limitations in reality perception, moral education, and emotional expression, rendering it impossible to completely replace human teachers in a short period of time. Additionally, there is a potential to reduce overall learning costs, unleash human innovation capabilities, and promote personalized cultivation of students. As for future graduate education, we should fully grasp the positive and negative functions of artificial intelligence, solve the dilemma of generalization through personalized cultivation, avoid the tendency of virtualization through scenario creation, and transcend technical limitations through ideological guidance, prevent potential risks it has brought, thus promoting transformation in creative and innovative teaching and education.

With the robust growth of information technology, artificial intelligence has shown great vitality in the transformation of empowering education. ChatGPT, as a language processing tool, can not only answer user questions, but also complete certain tasks set by users, and it even can continuously optimize tasks. Even with such powerful functions, it has shortcomings that need to be improved urgently, for instance insufficient accuracy in answering questions, data pollution, ethics and security issues, and knowledge plagiarism risks. On account of this, there have been both opportunities and challenges in applying ChatGPT in promoting the transformation of school education; ChatGPT provides teachers with an opportunity to reflect on role of human teacher and puts forward higher requirements for teachers.

What is Minimalist Governance?

The basic characteristic of minimalist governance is “semi-formal or informal governance”, and its operation relies on the boundaries between the state and society, and autonomy of the primary-level organizations. Minimalist governance, whether it follows the traditional way or modern path, is a kind of adaptation to local conditions, a semi-formal or informal governance, as well as an entity governance that highlights the effectiveness of governance rather than unnecessary formalities, when compared to formal bureaucratic governance. As it does not utterly rely on the power of the national bureaucracy, this kind of governance is simple and efficient, hence “minimalist”. The key solution to primary-level formalism lies in the policy implementation, the autonomy and autonomy space, so that primary-level organizations can play the political integration function of the Party committee and the corresponding simple governance capacity, thus well performing a role of mediator. To well understand Chinese path to modernization from the perspective of “social basis”, comprehending the modernization of its rural governance has very important practical and theoretical significance. To achieve Chinese path to modernization, we need to learn not only from the West, but also from Chinese tradition and practical experience.

The uncertainty of public crises often leads to social panic and chaos, and eliminating this dilemma largely depends on effective meaning construction. Promoting meaning construction, therefore, has become an increasingly important aspect of crisis governance resilience. Resilient crisis governance is manifested in promoting clear definition of crisis scenarios, providing dynamic value guidance and valuable action frameworks for the public during crises. To achieve these goals, it is necessary to continuously strengthen resilience construction in meaning construction, change the government’s one-way meaning giving model, and promote meaning construction through diverse participation and collaboration.

The Welfare Effect of “Sharing” —A Study on the Mechanism of the Impact of Active Employment of Social Media on the Subjective Well-being in China

The popularity of social media and our full engagement with it have rendered the study of its impact on the subjective well-being a topic of great significance. Based on the data from the Chinese Family Panel Studies (2020), it is found that: 1) proactive use of social media significantly enhances the subjective well-being, resulting in welfare effects; 2) the active use of social media affects the cognitive standards, positive emotions, and expected satisfaction of citizens, and is the main transmission mechanism of social media usage; 3) the model, overcoming endogeneity issues through instrumental variables and mixed regression methods, performs robustly; 4) there is heterogeneity in the transmission mechanism—women’s proactive use of social media mainly affects positive emotions; 5) the less education one receives, the more likely one is to change cognitive standards and expected satisfaction, while well-educated citizens tend to influence subjective well-being through positive emotions; 6) for rural residents, their proactive use of social media only affects cognitive standards, and the welfare effect is not that significant; 7) for the youth and the seniors, the welfare effect is significant; 8) middle aged residents are more likely to affect subjective well-being through influencing expected satisfaction.

The digital economy is an important grip to further promote high-quality development of China’s economy. Based on the typical characteristics of the digital economy, this paper explains its inner mechanism influencing the high-quality development based on a systematic analysis framework of dynamic transformation, efficiency transformation and quality transformation. The study finds that the digital economy as a whole promotes high-quality economic development, and the results remain stable after a series of tests such as introducing instrumental variables, replacing estimation methods, and replacing dependent variables. Mechanism analysis shows that the digital economy can promote high-quality development through technological deepening, efficiency changes in configuration optimization, and quality changes in market integration. Further analysis reveals that for regions with high maturity of digital economy development and large scale of real economy, the incentive effect of digital economy on high-quality economic development is more significant. The research results have enriched the theoretical and empirical research on the development of the digital economy, provided policy inspiration for continuously strengthening, optimizing, and expanding China’s digital economy, and offered policy enlightenment for promoting high-quality economic development.

Income Distribution, Consumption Upgrading and Development of Strategic Emerging Industries under the Background of Common Prosperity

Based on the background of common prosperity, this paper constructs the framework of income distribution-consumption-upgrading-strategic-emerging industries, and investigates the impact of income distribution on the development of strategic emerging industries and the mechanism role of consumption upgrading within such impact from two dimensions of residents’ income level and income gap. The results show that: (1) Residents’ income level has a significant positive impact on total factor productivity of enterprises; there is a significant inverted U-shaped relationship between income gap and enterprise total factor productivity, and the average income gap in the sample period is higher than the corresponding threshold, which inhibits industrial development; this conclusion holds true in robustness test and endogenous test. (2) The mechanism test shows that both the growth of residents’ income and the reasonable income gap will accelerate the upgrading of consumption, thus enhancing the development of strategic emerging industries. (3) The heterogeneity of development stage indicates that in the early stage of economic development, residents’ income level should be improved; as the economy enters a new normal, we need to focus on narrowing the income gap. The heterogeneity of urban and rural areas indicates that improving the income level and narrowing the income gap will promote industrial development. Regional heterogeneity shows that improving regional income level, narrowing income gap in the underdeveloped regions, and maintaining reasonable income gap in the developed regions help industrial upgrading.

That Qin swept out the other six states and achieved unification has influenced the direction of Eastern history and even the process of world history. Qin’s southern expedition to Baiyue deeply involved in two historical figures, “Wei Tu Sui” and “Jian Lu”, not high-ranking officials, ushering in a new political pattern and cultural direction. To set “Jun” in Nanhai, to build marine ships for advancing on “Baiyue”, and to excavate the Ling Canal for conveying military supplies, all these strategic measures contributed to expanding the territory of the Qin Empire, facilitated the integration of regional cultures, and opened the channel to Nanyang. From the perspectives of transportation history, water conservancy history, engineering history, shipping history, and ocean development history, it is necessary to well understand “building marine ships” and “excavating the Ling Canal”, the two far-sighted tactics proposed by “Wei Tu Sui” and “Jian Lu”, and their significance in changing the world order. The historical role of “Wei Tu Sui” and “Jian Lu” is worthy of historians’ attention.
