Resilient Government Crisis Governance: Promoting Meaning Construction in Uncertainty

Abstract: The uncertainty of public crises often leads to social panic and chaos, and eliminating this dilemma largely depends on effective meaning construction. Promoting meaning construction, therefore, has become an increasingly important aspect of crisis governance resilience. Resilient crisis governance is manifested in promoting clear definition of crisis scenarios, providing dynamic value guidance and valuable action frameworks for the public during crises. To achieve these goals, it is necessary to continuously strengthen resilience construction in meaning construction, change the government’s one-way meaning giving model, and promote meaning construction through diverse participation and collaboration.
