生育抑制、耕地抛荒与家庭养老

摘要： 构建基于跨期效用最大化的家庭养老资源变动测度模型,考察生育率下降和耕地抛荒对家庭养老的单向与交互影响机制,研究发现:生育率下降和耕地抛荒主要通过影响家庭收入结构和生活来源的多样性与充足性,影响包括粮食生产自给在内的家庭养老支持体系;土地承包经营制度的交互媒介作用会强化这一侵蚀性影响;公共养老保险的制度补救作用则能减轻这一侵蚀性影响。提供包括公共养老保险在内的多层次家庭养老保障,将家庭内部亲缘互助行为升级为社会代际互助制度,有利于提高对居家养老人员的综合保障能力,减轻对子女和土地的依赖。

Abstract: This paper attempts to construct a model for measuring changes in in-home elderly care resources based on maximizing inter-temporal utility, and examines the one-way and interactive impact mechanisms of declining fertility rates and abandoned farmland on family elderly care. It is found that the decline in fertility rates and abandoned farmland have an impact on the in-home elderly care support system, including self-sufficiency in food production, mainly through its influence on the diversity and sufficiency of family income structure and sources of livelihood; the interactive media effect of the land contracted management system will strengthen this erosive impact; the institutional remedial effect of old-age insurance can alleviate this corrosive impact. Providing multi-level in-home elderly care services, including old-age insurance, and upgrading family mutual assistance to a social inter-generational mutual assistance system, is conducive to ensuring the comprehensive guarantee for in-home elderly care personnel and reducing their dependence on children and land.
