The Embedding and Integration of “Units” in Community Governance in Mobile Society —Taking Q University’s COVID-19 Prevention and Control as An Example

Abstract: The mobile society poses a collaborative challenge to the grass-roots social governance, that is to say, the status of “Unit” in the mobile social governance system has been weakening with the overall transformation of social governance unit, a shift from “unit” to “community”. The social governance function of “Unit” was reactivated by the COVID-19, and it was integrated into social governance in its own way. “Unit”, empirical facts tell, is still an important dimension in the social governance system and bears organizational, professional, and technical advantages as well as that of we-media, weights of such sort which has constructed, in response to COVID-19, double identification and double pressure for unit members, and provided material and spiritual support for the community epidemic prevention and control embedded in it.The role of “Unit” in enhancing risk awareness and enhancing anti -risk confidence, therefore, should not be underestimated. The new model formed by its being integrated into “community system” meets the needs of governance in the context of mobile society, thereby a unique governance of China.
