Building “The Belt and Road” Community with Shared Interests ——An Enterprise Stakeholder Perspective

Building a community with shared interests is the foundation and core of a community with a shared future for mankind. Through the “Belt and Road” international cooperation in recent years, Chinese enterprises has created value for the enterprises, the people and the government of the host countries and thus laid the foundation for further cooperation. Even so, there have been some inherent problems and business environment challenges, such as irrational investment structure, insufficient experience in overseas operation, conflicts with local workers, and heavy debts of some host countries. Therefore, as for Chinese overseas enterprises, a “Belt and Road” community with shared interests needs to be built, that is, to build a development community that deeply integrates the enterprises and stakeholders of all parties: first, the enterprises should make good research and industrial development plan to find the right points for the common interests; second, the enterprises should actively integrate into the local society and form interests relations through the performance of social responsibilities; thirdly, the enterprises should strengthen capacity-building and enhance the ability to expand common interests; finally, it is also necessary for China to establish a multi-level normative and guarantee system for government and industry associations. Through the construction of this community, the trade and investment of enterprises in the countries along the route will usher in new prospects, thus laying the foundation in realizing a community with a shared future for mankind.

Social Science Experimental Method from A Global Perspective: Its Application Comparison and Development Prospect

With the expanding of social science experiments, relevant researches are fruitful and booming within almost every sub-fields. This paper, based on the historical review of the experiment method, explores the development context, application procedure and context, and influence to social sciences brought by such an approach. Furthermore, by comparing the application of various experiment operation techniques and quasi-experiment analysis models, we get an overall view upon the experiment method employed in social sciences at home and abroad, make a prediction of its development prospect and further lay a theoretical foundation for the further application. The authors tentatively present the differences of regression results of different causal inference methods, such as DIDD model, PSM-DID model, placebo test and synthesis control. Yet, there are probably opposite results during the data mining process when we analyze the same topic or same data under diverse quasi-experiment models. This finding reminds us that the exploration of causality is attributed not so much to the single experiment method as to validation of multiple models within quantitative research. Nevertheless, this article does not intend to provoke a “paradigm dispute” between the traditional qualitative and quantitative methods, or set up an “iterative debate” between the traditional quantitative models and the new model. We are more trying to improve the reliability and validity of our research results under the guidance of inclusive methodological thinking, so as to improve the display of social science and make better contributions to the improvement and perfection of economic and political policies.

Does “Discrimination” Exist in the Doctor-Patient Relationship? ——An Experimental Investigation on “Behavior” and “Identity”

The doctor-patient relationship in China has drawn much attention as friction between medical staff and patients arises from time to time and rural patients to some extend are discriminated against by some medical staff due to stereotype, which further deepens the misunderstanding and contradiction. This paper, by employing the behavioral public management, a theoretical perspective, and the research method of experimental investigation, explores the influence of patient behavior and identity characteristics on doctor-patient disputes. Experiment 1 analyzed the judgment of medical staff and the results show: medical staff, in terms of behavior, if patients choose violent slapping, will reduce their sympathy for patients and their own responsibility for the event; while for rural patients, in terms of their identity, medical staff do not bear the same attitude. Experiment 2 analyzed the judgment of the general public and the results show: urban residents bear no obvious bias against rural patients in the doctor-patient conflict while the latter bears some discrimination against themselves. This study, for improving such a relationship, suggests: 1) the gains from violence, patients should be aware, outweigh the losses; 2) the government should implement the transformation of the achievements of rural revitalization, thus improving the group identity of rural residents, and eliminating the misunderstanding that medical workers and urban residents bear against rural groups. The research provides a new perspective for analyzing the role of behavior pattern and identity characteristics in public conflict and dealing with the contradictions of social groups such as doctors and patients.

“Expectancy Disconfirmation” in Public Service Satisfaction: A Survey Experiment

According to the Expectancy Disconfirmation Model (EDM), citizens' satisfaction with public service is determined not only by the quality of service, but also by the implicit comparison with what is expected before receiving the service, i.e. “disconfirmation”. To test the causal relationship between expectations, performances, and satisfaction, this study, by employing a survey experiment to randomly assign respondents (n = 230) to 4 groups, conducts a field survey of public transport services with respectively high or low expected interventions followed by high or low performance interventions, and finally measures satisfaction. The findings are consistent with the model's hypothesis that the citizens' expectations are important predictors of their satisfaction with public services, proved by both the direct and indirect effects. Therefore, the improvement of public service satisfaction, in addition to improving the quality of service, can be achieved by influencing public expectations.

College Students' Entrepreneurship Policy in Rural Revitalization: Supply Content, Realization Mechanism and Behavior Effect ——A Study Based on the Perspective of Behavioral Public Policy

China, in recent years, in order to consolidate the achievements in poverty alleviation and promote the comprehensive and high-quality development of rural areas, has continuously improved the rural revitalization policy system and created a good policy environment. In terms of rural entrepreneurship, though the policy supply for college students is strong, there is still a mismatch between the supply and their rural entrepreneurship demand. This study, based on the perspective of behavioral public policy, combines with the previous policy research and in-depth interviews, explores, by employing the investigation focus, the impact of policy content and behavioral policy tools on the realization of policy behavior effects, and investigates the realization mechanism and promotion mechanism of college students' rural entrepreneurship policy. The results tell that: 1) in terms of main effects, policies at talent, finance and infrastructure bear a positive impact on college students' rural entrepreneurship policy behavior and there is no significant difference among the three; speaking tools, incentive tools and boost tools will have a positive impact, and the promotion effect of the latter two is more obvious; 2) in terms of interaction effects, incentive and boost tools play an obvious role in improving the policy behavior effects at the infrastructure and talent levels. In view of the above conclusions, in order to improve the policy efficiency of college students' rural entrepreneurship under the background of rural revitalization strategy, it is suggested that the government should accurately implement policies to meet the “time-varying” interest demands of college students, take advantage of behavioral policy tools to improve the effect of policy behavior, and build a good information bridge through multi-party cooperation.

Application and Reflection on the Experimental Method of Public Management:Taking Citizens' Satisfaction as An Example

Recent years have found summaries and reflections on experimental method among academic circles with the increasing application of this method in public management studies, though carried out from a general perspective without an in-depth analysis on a certain research field or topic. The field of citizens' satisfaction is the distribution center for the application of the experimental method, and its “deep description” helps “get a glimpse” of the overall picture of the application of the method in public management. Citizens' satisfaction experiments, the study finds, cover survey experiment, laboratory experiment, field experiment, etc.; the methods mainly include experiment running through pre-test, intervention, and post-test experiment, and factor experiment; the objects are college students, Internet users or citizen samples taken on site. In general, these experiments better show the causal relationship between the influencing factors of satisfaction. However, most fall into investigations and the subjects are mainly students and Internet users, and thus comes out a poor reality. With an aim to improve citizens' satisfaction or the value of experimental research in public management, field experimental research, targeting to major problems, should be carried out in real situations with real objects as much as possible so as to enhance the policy radiation of research conclusions and the theoretical external thrust.

Differences in Network Politics Construction and Its Technical Possibilities

Network politics is a new form of political science in the network era as it takes the network virtual space as the environment, the network technology as the support, and the political science theory and practice as the foundation, and its research scope is to analyze the possible influence of social phenomena caused by network technology on the political development. Politics limits the research scope for the development and construction of network politics while network technology and its virtual political space infuse network politics and politics with similarities and differences in some research contents. In other words, in terms of the research of state science, the distribution of public power and its authoritative value, the research of political relations, the research of public affairs and that of government and its public policy, network politics bears both similarities and differences with real politics in its corresponding fields. The difference in their research category is the necessity of the construction of network politics: network virtual political space serves as the ecological environment, and the technical construction of network virtual political ecology on both the concept and practice as the necessity. The former includes network political psychology, network ideology and network political value, and the latter covers network political participation, network political system and network political governance. As the technical construction of concept and practice is related to the macro and micro, abstract and concrete categories of the research of network politics, the research of network politics should be adjusted with the innovation of network technology, so as to promote the development of practice with concept construction, thus promoting the continuous improvement of network political life.

Thomas Kuhn's concept of paradigm and scientific revolution provide an analytical framework for understanding knowledge change. It is found, from the perspective of paradigm shift, that the state-centered paradigm has born the innovative value of theoretical turning point as it has pushed the study of the state from the traditional political science to the new theoretical paradigm, and realized the knowledge transformation from behaviorism to neo-institutionalism. This paradigm, on the basis of inheriting the tradition of state studies, has opened up new fields through the concept of occurrence, the way of development and the theme of innovation. This paper, taking the state as the center, discusses the interactive form between the state and society, and investigates the specific facts of the state and its relationship with society by means of scientific analysis. The “scientific revolution” of the state-centered paradigm is realized in the combination of the “retrieval” of the state theme in theory and the “inheritance” of scientific analysis in research methods, which completes the paradigm shift in the “regression” and “development”. The analysis of the reform process of national research inspires us to establish a clear sense of paradigm when promoting theoretical innovation, and consciously respond to the needs of practice by promoting paradigm change, so as to realize the scientific revolution based on Chinese practice in the new era.

This paper, by employing “presentation”-“assimilation”-“discussion” as the basic model and taking the in-depth teaching case of Legal Protection of Female Rights, one general law course for undergraduates, as an example, constructs the PAD teaching mode to realize the teaching mechanism of fostering character and civic virtue for an integration of ideological and political education into curriculum. The PAD class well runs the ideological and political elements of the course through the whole teaching process through which value shaping, knowledge transfer and ability training are realized. The core element to achieve this goal lies in teachers' role as leaders who establish mutual trust with students, encourage students to carry out critical thinking and independent thinking in a loose and inclusive classroom atmosphere, and guide students to actively learn and establish correct outlook on life and values, so as to crack the hard nut, the difficulty to integrate ideological and political construction into teaching.

The theory of human heart-mind and nature of pre-Qin Confucianism draws from the cosmology of Qi-based theory in which human nature and emotion bear a relation of monism rather than dualism-there is not a division between metaphysics and metaphysics, and a difference in nature and hierarchy; emotion, as the origin of Tao, has attracted much attention. However, with the advancement of the construction of Neo-Confucianism ontology, the cosmology based on Qi was replaced by the ontology based on reason: human nature and emotion was divided into metaphysics and metaphysics, and fell into different characters and layers and emotion became the main obstacle to reverting to the original nature. Confucian philosophy, in interpreting the classics, has experienced a transformation similar to western philosophy from ontology to metaphysics, and Confucian Gongfu (self cultivation exercises) Theory has turned to a new form.
